Licenses occupational licensees from disciplinary action for COVID-19 exposure to clients if the licensee was in substantial compliance with applicable federal, state, and municipal laws and health mandates at the time of exposure.

Provides civil liability immunity to businesses and their employees for COVID-19 exposure to customers while patronizing the business, subject to the same substantial compliance requirement with applicable laws and health mandates.

Immunity does not apply to COVID-19 exposure resulting from gross negligence, recklessness, or intentional misconduct by the licensee, business, or employee.

Immunity provisions are in addition to any other immunity from liability provided under state or federal law.

Effective immediately upon enactment and applies to COVID-19 exposure occurring on or after the effective date.
