Amends AS 13.36.005(a) to require trust registration in Alaska courts after establishment under AS 13.36.030, with principal place of administration determined by trustee's business location or residence.

Creates new AS 13.36.030 requiring persons to deliver a trust establishment document to the Department of Commerce, Community, and Economic Development and pay a filing fee to establish a trust with principal place of administration in Alaska.

Trust establishment documents must contain names of trustee, settlor, beneficiary, and applicant, plus the trustee's business or residence address, and are not public records except as required by federal law.

Requires settlor, trustee, and beneficiary to comply with 31 U.S.C. 5336 and authorizes the department to release trust information to the U.S. Department of the Treasury under that federal statute.

Applies only to trusts created on or after the effective date of the Act.
