Prohibits ships operated, owned, or carrying cargo produced by Russia or Russian citizens/organizations from docking at Alaska ports.

Bans persons and governmental agencies from exporting or importing items (including fish, alcoholic beverages, petroleum, and natural gas) between Alaska and Russia.

Exempts contracts entered into before the bill's effective date from these prohibitions.

The port and commerce bans automatically repeal on July 1, 2032, or earlier if the United States lifts all sanctions against Russia related to the Ukraine invasion.

Bill takes effect immediately except for the repeal provision, which depends on U.S. sanctions being lifted.
