Adds service in the National Oceanic and Atmospheric Administration Commissioned Officer Corps or the United States Public Health Service Commissioned Corps as an allowable reason for absence from Alaska while maintaining permanent fund dividend eligibility.

Modifies the catch-all provision for absences for any reason consistent with intent to remain a state resident to reference the new federal service categories, allowing up to 180 days additional absence when combined with federal service absences.

Requires individuals claiming allowable absences to have been Alaska residents for at least six consecutive months immediately before leaving the state.

Amendments apply to qualification for the 2022 permanent fund dividend and all subsequent years.

Takes effect January 1, 2022.
