Eliminates out-of-state exemptions and consolidates accounting practice authorizations into licenses, permits, and practice privileges.

Allows firms (including partnerships, LLCs, and corporations) with non-CPA owners to operate if they designate a CPA or practice privilege holder responsible for registration and maintain compliance with board regulations.

Creates new permit category for out-of-state firms providing attest functions in Alaska if they hold permits in their home jurisdiction and employ Alaska-licensed CPAs or practice privilege holders for those functions.

Changes "quality review" terminology to "peer review" and requires peer reviews for firm permit renewals not more frequently than once every three years, with verification of individual competency.

Repeals provisions allowing out-of-state exemptions and several outdated permitting sections while maintaining office supervision requirements in Alaska.
