Renames the Alaska Native Language Preservation and Advisory Council to the Council for Alaska Native Languages.

Increases the number of governor-appointed voting members from five to seven professional language experts representing diverse regions of the state.

Maintains the addition of one nonvoting senator and one nonvoting representative, with preference given to bush caucus members if such a group exists.

Requires the governor to appoint the two additional voting members as soon as practicable after the bill's effective date.
