Appropriates $10,000,000 from the general fund to the Department of Education and Early Development for early literacy program grants to school districts for fiscal year ending June 30, 2022, distributed based on average daily membership adjustments.

Appropriates an additional $10,225,000 from the general fund for early literacy program grants to school districts for fiscal year ending June 30, 2023, distributed using the same average daily membership formula.

Requires school districts to report to the Department of Education and Early Development by January 15, 2022, on use of early literacy program funds.

Requires the Department of Education and Early Development to compile district reports and submit them to the legislature by January 31, 2022.

Takes effect July 1, 2021, with the second appropriation (Section 2(b)) taking effect July 1, 2022.
