Establishes the Alaska Invasive Species Council as an advisory council within the Department of Fish and Game to coordinate invasive species management across state, federal, tribal, and local agencies.

Council comprises 17 members appointed by the governor to three-year terms representing agriculture, fishing, tourism, construction, tribal entities, and other stakeholders, plus ex officio representatives from five federal agencies and four state departments.

Authorizes the Department of Fish and Game to annually produce and sell invasive species management decals, with the council selecting designs and recommending fee amounts; legislature may appropriate decal fee revenues to the department or to the invasive species response fund.

Creates the invasive species response fund as a permanent account in the general fund for managing invasive species without further appropriation.

All provisions established by this act expire July 1, 2029; act takes effect immediately.
