Adds mental health as a required topic in Alaska public school health education programs for kindergarten through grade 12.

Removes "physical" from the health education instruction requirements to broaden the scope to include mental health alongside existing topics like alcohol and drug abuse education, CPR, dental health, and family health.

Requires the Board of Education and Early Development to develop developmentally appropriate mental health guidelines in consultation with the Department of Health and Social Services, regional tribal health organizations, and national and state mental health organizations.

Establishes a school health education specialist position within the Department of Education and Early Development to coordinate statewide health and personal safety education programs.

Requires the Board of Education and Early Development to complete development of mental health guidelines within two years of the Act's effective date.
