HB 62 Summary

• Reduces marriage witness requirement from two competent witnesses to one competent witness at the time of solemnization

• Raises minimum marriage age from 14 to 16 years old with parental consent; requires court finding that other party is not more than three years older

• Requires witness to be 18 years of age or older and to communicate with both parties to confirm they intend to marry intentionally and of their own free will

• Requires person solemnizing marriage and witness to provide printed names, mailing addresses, email addresses, and telephone numbers on marriage certificate forms

• Allows legislators to accept reasonable travel and hospitality for solemnizing marriages without violating Legislative Ethics Act
