Amends AS 16.05.221(c) and (d) to add exceptions allowing unconfirmed Board of Fisheries and Board of Game appointees to vote during legislative interim under specific circumstances.

Creates new AS 16.05.243 allowing unconfirmed appointees to vote during legislative interim only if a majority of both legislative bodies confirm the appointment through a poll conducted by presiding officers when a regular session is recessed, adjourned, or shortened due to natural disaster, public health emergency, or similar circumstance.

Permits unconfirmed appointees rejected by the legislature to vote during subsequent interim only if confirmed by legislative poll, with the appointment remaining subject to a full confirmation vote at the next legislative session.

Amends AS 16.05.320 to clarify that "voting members" constitute a quorum and determine whether motions carry, distinguishing unconfirmed appointees who cannot vote unless meeting the exceptions.

Applies to all appointments presented by the governor during or after the First Regular Session of the Thirty-Second Alaska State Legislature and takes effect immediately.
