Prohibits interactive computer services that represent themselves as neutral, impartial, or nonbiased from restricting users based on content or viewpoint, including blocking, censoring, banning, removing content, or demonetizing users.

Exempts services from the prohibition if they voluntarily restrict access to content reasonably considered obscene, lewd, lascivious, filthy, excessively violent, harassing, or otherwise objectionable.

Defines "interactive computer service" to include websites, applications, portals, and social media platforms that enable multiple users to access an Internet server.

Excludes internet service providers that only provide connections from the restrictions.

Adds violation of the interactive computer service restrictions as an unlawful act under Alaska's Unfair Trade Practices and Consumer Protection Act.
