• Repeals Alaska's certificate of need (CON) program for health care facilities, eliminating the requirement for facilities to obtain state approval before construction, expansion, or acquisition of major equipment.

• Repeals AS 18.07.021 through AS 18.07.111 and related statutes that established and governed the CON program.

• Grandfathers existing certificates of need issued before the effective date; the Department of Health and Social Services may not revoke, enforce, or modify previously issued certificates after the law takes effect.

• Makes conforming amendments to update references in statutes defining "health care facility" and "residential psychiatric treatment center" across multiple Alaska statutes.

• Takes effect July 1, 2022.
