Prohibits licensed healthcare practitioners in Alaska from providing therapy or treatment intended to change sexual orientation or gender identity in individuals under 18 and vulnerable adults.

Excludes from the prohibition counseling that supports gender transition, provides acceptance and understanding, facilitates identity exploration, or addresses unlawful conduct and unsafe sexual practices without seeking to change orientation or identity.

Establishes grounds for professional discipline of licensed practitioners who violate the prohibition, including potential revocation or sanctions.

Requires persons mandated to report child abuse and vulnerable adult abuse to report suspected violations of the prohibition.

Defines "gender identity" as an individual's actual or perceived gender-related identity, appearance, or characteristics regardless of designated sex at birth, and "sexual orientation" as heterosexuality, homosexuality, asexuality, or bisexuality.
