Creates a sport fishing enhancement account within the fish and game fund to receive revenue from a new sport fishing enhancement surcharge imposed on all sport fishing license purchases.

Allocates surcharge revenue with $2.50 of each surcharge dedicated to fisheries management, fisheries research, invasive species management, and habitat restoration, with the remainder funding sport fishing stock enhancement and hatchery facility maintenance.

Imposes sport fishing enhancement surcharges on all license types, ranging from $6.50 for resident licenses to $42.50 for nonresident annual licenses, with exemptions for $5 resident hunting/trapping/sport fishing licenses and free licenses.

Requires the surcharge amount to be clearly disclosed on each sport fishing license and allows the commissioner to establish the surcharge effective date by regulation.

Takes effect July 1, 2021.
