Establishes the Alaska Online Checkbook Act requiring the Department of Administration to develop and maintain a searchable, public-accessible website displaying state financial transactions at no cost.

Website must display monthly revenue data including taxes, agency earnings, gifts, and donations; monthly expenditure data including payee names, amounts, and transaction types; and monthly balances for budget reserve funds.

Website must include annual summaries of general fund revenues and expenditures by source, function, agency, and account; 10-year historical data on state employment, contractors, debt, and payroll by agency.

Department of Administration must maintain all website information for at least 10 years and include reference materials explaining accounting codes, search functions by keyword and recipient, and links to legislative audit information and procurement contract details.

Website must be available by October 1, 2022, with initial data from the previous fiscal year; regular monthly or annual updates begin October 1, 2023.
