Exempts electric-assisted bicycles from vehicle registration requirements and excludes them from the definition of "motor vehicle" in Alaska statutes.

Establishes three classes of electric-assisted bicycles: Class 1 (motor assistance up to 20 mph when pedaling), Class 2 (motor-only propulsion up to 20 mph), and Class 3 (motor assistance up to 28 mph when pedaling).

Defines electric-assisted bicycles as bicycles with fully operative pedals, a seat or saddle, no more than three wheels, and a motor with maximum 750-watt power output.

Requires electric-assisted bicycles be treated as bicycles with the same rights and duties as regular bicycles, unless municipalities adopt local ordinances regulating them.

Prohibits state regulations from banning electric-assisted bicycles on sidewalks, bike paths, or pedestrian-restricted vehicular areas, though municipalities may establish their own restrictions.
