Establishes the "Equal Pay and Living Wage Act" as the short title for this legislation.

Requires the Commissioner of Labor to prepare an annual report by January 15 each year regarding pay practices by election district, including data on equal pay for comparable work regardless of protected characteristics and whether wages meet living expenses for a family of four.

Increases the minimum wage to $15.00 per hour effective January 1, 2022, with subsequent annual adjustments for inflation based on the Consumer Price Index for the Anchorage metropolitan area.

Requires the Department of Labor to consult with the State Commission for Human Rights in preparing the annual fair pay practices report.

Takes effect July 1, 2021, with the minimum wage increase applicable to contracts made on or after that date.
