Authorizes issuance of up to $356,405,952 in general obligation bonds for state infrastructure projects, subject to voter ratification by majority vote at statewide special election.

Establishes "2021 state infrastructure project fund" to receive bond proceeds and allocates $356.4 million across nine state departments for specific construction, maintenance, and transportation projects.

Department of Transportation and Public Facilities receives largest allocation of $175,658,488 for airport improvements, highway repairs, and harbor projects statewide.

Other major allocations include $41,882,000 to Education and Early Development, $38,079,000 to Natural Resources, $29,978,000 to University of Alaska, and $23,605,800 to Health and Social Services.

Ballot question to be submitted to voters within 90-120 days after adjournment of legislative session; unexpended balances lapse and are appropriated for bond redemption.
