• Establishes a legislature-elected parliamentarian serving a two-year term, nominated jointly by both houses' Rules Committees and elected by majority vote in joint session.

• Updates Mason's Manual of Legislative Procedure reference from 2010 edition to 2020 edition for presiding officer duties, decorum in debate, and parliamentary practice rules.

• Requires written notice of committee meetings be posted on or before the calendar day of the meeting, replacing the previous 24-hour advance notice requirement.

• Allows individual members and committees to introduce bills; clarifies that committee chairs may introduce committee bills or resolutions with written request signed by a majority of active committee members.

• Grants members of the public the same access to the capitol as legislators when the legislature is in session, with gallery access permitted unless prohibited by the presiding officer.
