Amends Rule 4 of the Uniform Rules of the Alaska State Legislature to reference the 2020 edition of Mason's Manual of Legislative Procedure instead of the 2010 edition for presiding officer duties.

Updates Rule 26 to use the 2020 edition of Mason's Manual of Legislative Procedure for provisions governing decorum in debate.

Amends Rule 55(a) to specify that the 2020 edition of Mason's Manual of Legislative Procedure implements and governs the Uniform Rules in cases not covered by those rules.

Amendments take effect immediately upon passage.
