Urges the Governor to establish the Office of Outdoor Equity within the Department of Natural Resources to increase equitable access to outdoor recreation and subsistence activities.

Requests the Governor to provide funding for the Office to distribute grants to organizations working to improve outdoor access, particularly in communities historically excluded from outdoor recreation.

Supports the right of all Alaskans to access the outdoors for health, wellness, spiritual, and subsistence purposes.

Addresses barriers minorities face in outdoor recreation, including time, money, personal safety, language, transportation, and lack of culturally relevant information.

Cites examples of other states' efforts to expand outdoor access, including California and New Mexico legislation, hunting mentorship programs in Wyoming and Montana, and Congress's Every Kid Outdoors Act.
