Urges the Bureau of Land Management to honor recent Arctic National Wildlife Refuge lease sales and proceed with permitting for oil and gas development in the coastal plain.

Requests President Biden's administration defend the 2020 Record of Decision approving the Coastal Plain Oil and Gas Leasing Program and move forward with the permitting process in good faith.

Opposes designation of the Arctic National Wildlife Refuge as a National Monument and urges President Biden to rescind provisions of Executive Order 13990 pertaining to the refuge.

Urges Alaska's Congressional delegation to repeal section 20001(b)(5) of the Tax Cuts and Jobs Act of 2017, which provides Alaska only 50 percent of lease bonuses, royalties, and rentals rather than the 90 percent required under the Alaska Statehood Act.

Requests Alaska's Congressional delegation defeat efforts to alter or repeal other provisions of section 20001 of the Tax Cuts and Jobs Act of 2017 that would adversely affect oil and gas development in the Arctic National Wildlife Refuge.
