Amends Article XII, Section 12 of the Alaska Constitution to replace the state's disclaimer of federal property rights with language asserting that Alaska disputes and rejects federal ownership of property, natural resources, subsurface rights, and waterways in the state, except those authorized under the U.S. Constitution's Article I, Section 8, Clause 17.

Removes the existing constitutional provision that required Alaska to agree that federal property would remain subject to absolute U.S. disposition and that no state taxes would be imposed on such property until Congress otherwise provided.

Repeals Article XII, Section 13 of the Alaska Constitution (the "consent to act of admission" provision).

Places the proposed constitutional amendments before Alaska voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution and state election laws.
