Deletes the prohibition on paying public funds for the direct benefit of religious or other private educational institutions from Article VII, Section 1 of the Alaska Constitution.

Adds exception language to Article IX, Section 6 allowing public funds to be paid for the direct educational benefit of students as provided by law, overriding the public purpose requirement.

Proposes these constitutional amendments be submitted to Alaska voters at the next general election in accordance with state election laws.
