AK HJR21

Adds Section 18 to Article IX of the Alaska Constitution requiring the legislature to make an annual appropriation for dividend payments to eligible state residents based on a formula set by law.

Adds Section 30 to Article XV of the Alaska Constitution to establish that the dividend amendment applies to appropriations made for fiscal years ending June 30, 2024, and thereafter.

Directs that the proposed constitutional amendments be placed before Alaska voters at the next general election in accordance with state constitutional and election law requirements.
