Adds new Section 18 to Article IX of Alaska Constitution to establish annual distribution of unrestricted general fund surplus.

Directs 50 percent of each year's unrestricted general fund surplus to dividend payments for eligible Alaska residents.

Transfers remaining 50 percent of unrestricted general fund surplus to the budget reserve fund after dividend distributions.

Repeals Article IX, Section 17(d) of the Alaska Constitution, effective for fiscal year ending June 30, 2024 and thereafter.

Submits proposed constitutional amendments to Alaska voters at the next general election.
