Amends Article IX, Section 16 of the Alaska Constitution to modify the state appropriation limit, capping annual appropriations at a percentage of the average real gross domestic product (established by law or 14%, whichever is less) rather than the previous $2.5 billion baseline indexed to population and inflation.

Excludes from the appropriation limit: Alaska Permanent Fund dividends and contributions, bond proceeds, bond debt service, inter-fund appropriations, disaster declarations, and non-state trust funds.

Allows the legislature to exceed the appropriation limit for capital improvements with a two-thirds vote in both houses, provided total appropriations do not exceed 14% of the average GDP calculation.

Adds Article XV, Section 30 to establish that the amendment applies to appropriations for fiscal year ending June 30, 2024, and thereafter.

Requires the proposed constitutional amendments to be submitted to Alaska voters at the next general election.
