Amends Article IX, Section 16 of the Alaska Constitution to revise the appropriation limit calculation from a fixed dollar amount ($2.5 billion) to a percentage-based formula not exceeding 14 percent of the average real gross domestic product for the five preceding fiscal years.

Removes the exception for revenues of public enterprises or public corporations that issue revenue bonds from the appropriation limit calculation.

Amends Article IX, Section 17(b) to tie budget reserve fund withdrawals to the new appropriation limit under Section 16 rather than the amount appropriated in the previous fiscal year.

Adds Article XV, Section 30 to specify that the 2022 amendments apply to appropriations made for fiscal year ending June 30, 2024, and thereafter.

Directs that the proposed constitutional amendments be placed before voters at the next general election.
