Amends Article II, Section 5 of the Alaska Constitution to allow legislators to seek or hold the office of lieutenant governor, removing the previous exception for Secretary of State.

Amends Article III, Section 25 of the Alaska Constitution to specify that the lieutenant governor is excepted from the pleasure-of-the-governor provision for department heads, similar to current constitutional language regarding the Secretary of State.

Removes references to "Secretary of State" from both constitutional provisions and replaces them with "lieutenant governor."

Proposes that these constitutional amendments be submitted to Alaska voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution and state election laws.
