Amends Alaska Constitution Article IX, Section 16 to revise the appropriation limit calculation, replacing a fixed $2.5 billion baseline with a percentage-based limit (not to exceed 14 percent) of the five-year average real gross domestic product reported by federal indices.

Removes language exempting revenues of public enterprises or public corporations that issue revenue bonds from the appropriation limit.

Amends Article IX, Section 17(b) to change the budget reserve fund trigger from the previous fiscal year's appropriation amount to the appropriation limit under Section 16, establishing new criteria for when reserve fund appropriations may be made.

Adds Article XV, Section 30 establishing that the 2022 amendment limiting appropriation increases applies beginning with appropriations made for the fiscal year ending June 30, 2024, and thereafter.

Requires these constitutional amendments to be placed before Alaska voters at the next general election.
