Adds Article IX, Section 18 to the Alaska Constitution requiring the legislature to make an annual appropriation for dividend payments to eligible state residents according to a formula established by law.

Adds Article XV, Section 30 as a transitional provision establishing that the dividend amendment applies to appropriations for fiscal years ending June 30, 2024, and thereafter.

Requires the proposed constitutional amendments to be placed on the ballot at the next general election in accordance with Alaska constitutional amendment procedures and state election laws.
