Modifies Alaska's constitutional appropriation limit to base it on the average of appropriations from the previous three fiscal years instead of a fixed $2.5 billion amount, with increases tied to population or inflation changes, whichever is greater.

Removes the requirement that at least one-third of appropriations be reserved for capital projects and eliminates the voter approval process for capital project appropriations exceeding the limit.

Deletes language excluding revenues from public enterprises or public corporations that issue revenue bonds from the appropriation limit calculation.

Repeals provisions of the budget reserve fund (Article IX, Section 17(c) and (d)) that governed repayment requirements, with repayment obligations eliminated through fiscal year ending June 30, 2023.

Applies the 2022 amendment limiting appropriation increases to appropriations made for the fiscal year ending June 30, 2024, and thereafter; requires voter approval at the next general election.
