Amends Alaska statutes to adopt the "Compact for a Balanced Budget," an interstate compact requiring member states to apply to Congress for a constitutional convention limited to proposing a Balanced Budget Amendment.

Establishes a Balanced Budget Amendment requiring total federal outlays not exceed receipts unless excess is financed by debt, with authorized debt initially set at 105% of outstanding debt and increases requiring approval by state legislatures.

Creates a Compact Commission with representatives from member states to coordinate the convention process, appoint a Compact Administrator, and ensure convention compliance with compact rules; convention limited to single subject of the Balanced Budget Amendment.

Designates Governor, Speaker of House, and President of Senate as delegates representing each member state at the convention, with majority vote deciding state positions; delegates bound by oath to follow compact terms and constitutional limits.

Compact terminates if the Balanced Budget Amendment is not ratified by April 12, 2031, or within seven years after the first state enacts the compact; exclusive venue for legal actions is U.S. District Court for Northern District of Texas.
