Grants immunity from civil liability to electric utilities offering public electrical service for property damage, death, or personal injury caused by vegetation contacting utility facilities.

Creates two exceptions allowing liability: (1) when vegetation within utility property/easements contacts facilities and the utility lacked or failed to comply with a vegetation management plan, or (2) when the utility caused vegetation outside its boundaries to enter and contact its facilities.

Defines "vegetation management plan" as a document establishing procedures for utilities to manage vegetation to protect reliability and safety of electric facilities.

Applies to civil lawsuits filed on or after the effective date of the Act.
