Requires parole board to consider prisoner's age-related characteristics including immaturity, impetuosity, failure to appreciate consequences, and inexperience with the judicial system when evaluating parole.

Mandates parole board reconsider applications from juveniles sentenced as adults within 2 years if parole is initially denied.

Applies retroactively to offenses committed before, on, or after the effective date of the act.
