SB 115 Summary

• Expands confidentiality protections for crime victims, witnesses, peace officers, correctional officers, and municipal correctional officers by prohibiting unnecessary disclosure of their addresses and telephone numbers in court proceedings and public documents.

• Establishes an address confidentiality program administered by the Department of Administration that designates substitute post office boxes for eligible individuals and forwards mail to their actual addresses.

• Allows enrollment in the program for domestic violence, stalking, or sexual assault victims with protective orders; guardians of minors with protective orders; protected persons under AS 13.26.450-13.26.460; peace officers; and correctional officers, with no registration fee required.

• Removes individuals from the program five years after protective order expiration (for victims/minors) or five years after employment ends (for peace officers/correctional officers).

• Makes unauthorized disclosure of confidential address information to a protective order respondent a class B misdemeanor, with enhanced penalties for those authorized to access the database.

• Takes effect February 1, 2023, except for regulations adoption provisions which take effect immediately.
