Amends AS 36.30.200(c) to authorize procurement officers to issue requests for proposals for preconstruction and construction services under a single construction manager general contractor contract awarded under AS 36.30.309.

Amends AS 36.30.250 to allow the Department of Transportation and Public Facilities to exclude price as an evaluation factor when awarding construction manager general contractor contracts.

Creates new AS 36.30.309 establishing a two-phase construction manager general contractor contract process where the department awards a contractor for preconstruction services during design, with the right to negotiate for construction services if an agreed price is reached without further competitive bidding.

Permits the department to seek alternative contractors if preconstruction and construction pricing cannot be agreed upon, and may prohibit the original contractor from participating in the subsequent selection process.

Defines "preconstruction services" as information, research, advice, and related tasks regarding design impacts on physical construction, excluding architectural, engineering, or land surveying services.
