Requires school board members to read the Alaska Constitution, Declaration of Independence, and U.S. Constitution before taking office and signing their oath.

Extends the reading requirement to all state judicial officers (supreme court justices, court of appeals judges, superior court judges, and district judges/magistrates) before taking their oaths of office.

Mandates state legislators, municipal officials, and state executive officers and board members read all three founding documents before entering office and filing their oaths.

Applies the reading requirement to state special officers and all other public employees and officers before taking office and filing oaths with the Department of Education and Early Development.

Changes filing procedures so oaths are signed and filed with the Department of Education and Early Development's division responsible for state libraries, archives, and museums rather than with individual agencies.
