Amends AS 08.01.063 to require the Department of Commerce, Community, and Economic Development to prepare an annual report on temporary courtesy licenses issued to military spouses, including expedited application procedures, regulatory progress, number and types of licenses issued, and outreach efforts.

Mandates submission of the annual report to the Joint Armed Services Committee by March 1st each year.

Requires the department to consolidate the two most recent annual reports and submit a biennial report to the legislature by March 1st during the first regular session of each legislature.

Directs the department to annually produce and distribute informational materials to each board authorized to issue temporary courtesy licenses, covering license details, application processes, and best practices for applicant support.

Encourages licensing boards to designate a single employee as a point of contact for public information and inquiries related to temporary courtesy licenses for military spouses.
