Establishes a private civil cause of action for persons subjected to unfair claim settlement practices, allowing them to sue for damages in addition to existing statutory and common law remedies.

Entitles prevailing plaintiffs to recover actual damages, three times the actual damages or $500 (whichever is greater), other relief deemed proper by the court, and full reasonable attorney fees and costs.

Amends Alaska Rules of Civil Procedure Rules 79 and 82 indirectly by changing the award of court costs and attorney fees in unfair claim settlement practice cases.

Takes effect only upon receiving a two-thirds majority vote in each house of the Alaska Legislature, as required by the state constitution.
