Adds new section AS 15.80.001 establishing that if the federal government enacts a measure that significantly affects election rules, practices, or procedures inconsistent with Alaska election law, the state elections division shall stop administering federal elections (President, Vice President, and U.S. Congress races).

State elections division must continue conducting all other state and local elections in accordance with state law even if federal elections administration is halted.

State agencies, employees, and municipalities are prohibited from expending funds to adopt or enforce implementation of any federal election measure determined inconsistent with Alaska election law.

Authorizes the federal government to administer its own federal elections within Alaska if the state stops administering them under this provision.

Creates a mechanism allowing the state director of elections to unilaterally determine inconsistency between federal election requirements and Alaska law, triggering cessation of federal election administration.
