Requires persons operating boats with engines of 10 horsepower or more to carry a boating safety education card, with limited exemptions for commercial fishers, Coast Guard credentialed operators, and rental boat operators completing a dockside safety checklist.

Directs the department to establish minimum boating safety education standards, develop a boating safety course with materials relevant to urban and rural boaters, and create an examination to test boaters' knowledge.

Allows boaters to satisfy the education requirement by completing either the state-developed boating safety course or an approved commercial boating safety course meeting the department's minimum standard.

Authorizes the department to issue boating safety education cards to persons passing an approved course and paying an established fee, with optional boat operation designations available on Alaska driver's licenses and identification cards for a $5 replacement fee.

Takes effect January 1, 2023, and repeals various sections from prior boating safety legislation enacted in 2000, 2003, 2012, and 2018.
