Adds "sexual orientation" and "gender identity or expression" as protected classes to Alaska's anti-discrimination laws across employment, housing, public accommodations, and credit practices.

Defines "sexual orientation" as heterosexuality, homosexuality, and bisexuality, and "gender identity or expression" as having or expressing a gender regardless of whether it differs from sex assigned at birth.

Expands the State Commission for Human Rights' duties to study and eliminate discrimination based on these new protected classes and requires assessment of equal employment opportunity in state government.

Prohibits discrimination in employment decisions, labor union membership, housing transactions, public accommodations, and credit/financing based on sexual orientation or gender identity or expression.

Makes it unlawful for employers, housing providers, and public accommodations to inquire about or advertise preferences related to sexual orientation or gender identity or expression unless based on a bona fide occupational qualification.
