AK SB15

Creates administrative complaint process through Alaska Public Offices Commission for violations of open meetings requirements by elected officials of governmental bodies.

Establishes escalating penalties: first violation results in a warning, second violation results in civil penalty not to exceed $1,000, and third violation constitutes a class B misdemeanor.

Requires that third alleged violations be referred directly to the attorney general for criminal proceedings rather than handled administratively by the commission.

Applies only to elected public officials (those elected to municipal, school district, or regional educational attendance area governmental bodies) who knowingly attend meetings that violate open meetings laws.

Commission decisions may be appealed to superior court under the Administrative Procedure Act, and provisions apply to conduct occurring on or after the effective date.
