The legislature shall convene at the capital for the first regular session each year, and the Alaska Legislative Council shall designate a location within Anchorage for the second regular session.

Campaign contribution restrictions are updated to apply to "a municipality in which the legislature is convened" rather than only the capital city, affecting legislators, legislative employees, and gubernatorial candidates during regular and special sessions.

Lobbyist registration forms must include temporary addresses in "the state capital or location of the session" during legislative sessions, and lobbyist directories shall be available at locations in the state capitol building or session location.

References throughout statutes to "the capital city" are amended to include "or location of the session" to account for second regular sessions held in Anchorage, including provisions for chief clerk duties, student guest programs, and private office use.

Emergency relocation provisions are expanded to allow the governor to declare temporary locations for both the seat of government and legislative sessions during emergencies resulting from enemy attack.
