Changes health and personal safety education from an encouraged program to a mandatory requirement for all Alaska public school districts serving kindergarten through grade 12.

Establishes comprehensive sexual health education curriculum requirements including instruction on abstinence, anatomy, physiology, consent, contraception, healthy relationships, and disease prevention based on medically and scientifically accurate information.

Requires school performance reports to include summaries and evaluations of health and personal safety education curricula, including student participation numbers, teaching frequency, and grade levels taught.

Establishes a school health education specialist position in the Department of Education and Early Development to coordinate the statewide program and provide teacher training and curriculum development support.

Effective date of June 30, 2023, and repeals AS 14.30.361.
