Adds gifts, donations, and grants received by the Department of Transportation and Public Facilities for signage purposes to the definition of program receipts under AS 37.05.146(c).

Authorizes the Department of Transportation and Public Facilities to accept gifts, donations, and grants from persons or agencies for providing signage on department-controlled assets.

Requires all donations and grants to be used according to a memorandum of understanding agreed upon by the donor and the department.

Prohibits state fund expenditure for signage under the donation program until necessary funds have been collected from the donor.

Preserves the state's existing authority to use state funds for signage on department assets independent of the donation program.
