CSSB 17(CRA) Summary

• Establishes a legislative goal for Alaska to enter into $100,000,000 in energy service performance contracts by 2026 to retrofit public facilities, buildings, and public school buildings with net energy savings within 15 years.

• Requires the Department of Transportation and Public Facilities to perform energy audits at least once every seven years on public buildings and public school buildings, meeting American Society of Heating, Refrigerating and Air-Conditioning Engineers Level 1 standards.

• Extends energy audit requirements to community facilities over 5,000 square feet receiving power cost equalization, with the Alaska Energy Authority coordinating audits and retrofit work.

• Amends the public facility retrofit deadline from January 1, 2020 to January 1, 2026, requiring retrofitting of at least 25 percent of public facilities starting with least energy efficient buildings, if funding is available.

• Creates a rapid economic recovery office within the Alaska Industrial Development and Export Authority to facilitate state energy policy, review energy audits, identify bundled retrofit projects, and coordinate with the Department of Transportation and Public Facilities.

• Sets a state energy policy goal that 50 percent of energy used by state and state-funded facilities come from renewable sources by 2026, requiring annual reporting from state agencies and state-funded facilities.
