Amends nuclear facility siting permit requirements to allow legislature to approve permits for proposed facilities in unorganized boroughs (previously only municipalities could approve).

Allows persons otherwise compliant with nuclear regulations to construct microreactors on land not designated by the legislature, exempting them from standard siting designation requirements.

Exempts microreactors from certain state requirements applicable to other nuclear facilities.

Requires the Department of Environmental Conservation to coordinate and submit state agency comments on Nuclear Regulatory Commission licensing applications for microreactors located in Alaska.

Defines "microreactor" as a nuclear fission reactor consistent with federal "advanced nuclear reactor" definition and capable of generating no more than 50 megawatts of electric energy.
